Julia Spiegel Diavlogs on Uganda

Julia Spiegel, Enough’s field consultant who resides in Uganda, was there for the recent military campaign against the rebel group, the Lord’s Resistance Army, in the forested border region of Congo known as Garamba. Julia has recounted her experiences and analyzed the policy situation in a blogginheads.tv video dialogue, known as a “diavlog”, with UN Dispatch blogger Mark Leon Goldberg. Blogginheads pioneered the diavlog format, which the Huffington Post has termed a “lovably wonky political webcam-debate blog.”

Evidence has shown that when government bureaucracy is used to implement peacebuilding programmes in northern Uganda, they often fail to achieve their expected results. Further, the attitude of political leaders from northern Uganda seems to play into the hands of pro-government adherents who think that the conflict is being perpetuated by such political leaders.
So, how can we reconcile these two scenerios in order to rebuild the region? I would advocate very strongly the involvement of non state actors in the implementation of the PRDP but in partnership with the government. Religious institutions and NGOs, CBOs, FBOs from the north could be trained and facilitated to implement reconciliation programmes, etc.
